The middle pic below is processed using Isabelle Lafrance 1-2-3 Retro from her FREE Easy as 1-2-3 Collection (yes it's FREE!!) and the monochrome pic is processed with Florabella Vintage Summer from her Vintage Set together with my Back in Time action.

I've been using Photoshop CS4 for only a few weeks now and I am amazed by it's editing ability. There are just so many possibilities. Here I sharpened the eyes a bit and used Florabella Vintage Summer II action.
